During the last decades the European Commission has been working during the last decades to develop a consistent and harmonised framework to place products on the European market providing enough and reliable information. Their efforts have always being supported by the industry. Recently some Member States have faced some challenges in relation to the trading of reused construction products.

 

Reuse of construction products is also on the agenda of Construction Products Europe. However the construction sector is experiencing a number of challenges that the Construction Products Regulations does not take into account.

 

The European Commission should ensure that the level of safety, health and environmental protection in buildings is maintained and that the suppliers in the construction industry meet the same competitive conditions. It is therefore important that the European Commission supports the Construction Products Regulation and prevalence of CE marking as a passport to facilitate intra-European trade for construction products.

 

Construction Products Europe believes that all construction products (new and reused) must be placed on the market under the requirements of the CPR, including intended use(s) and declared performance(s) and assessment and verification of constancy of performance (AVCP) systems. Suppliers of reused construction products have the challenge to ensure they comply with them (e.g. third-party testing, factory production control, etc).

 

Construction Products Europe believes it must be clear that construction products (new or reused) shall comply with applicable legal requirements.

 

Construction Products Europe requests from the European Commission an official clarification on the rules to fulfil Basic Requirements of Construction Works when reusing construction products.
